How to Apply

The Energy Innovation Fund utilizes a two-step application process designed to encourage participation from organizations of all sizes while allowing applicants to further develop promising project concepts prior to submitting a Full Proposal.

Applicants will first submit an Initial Project Concept that provides a concise overview of the proposed project, the community need or opportunity being addressed, and its alignment with the goals of the Energy Innovation Fund. Following an initial review, selected applicants will be invited to submit a Full Proposal containing detailed organizational, project, budget, and supporting information.

Stage 1

Initial Project Concept Submission

The Initial Project Concept is intended to provide a concise overview of a proposed project and its potential alignment with the Energy Innovation Fund.

Applicants must provide:

  • Organization name
  • Primary contact information
  • Organization type
  • Project title

    • The community need or opportunity being addressed
    • The proposed project or solution
    • The population or community expected to benefit

Project Concepts will be reviewed by TEPRI to determine whether applicants will be invited to submit a Full Proposal.

FAQ

Who can apply?
Eligible applicants include nonprofit organizations, local governments, rural coops, educational institutions, workforce development organizations, tribal entities, and other community-serving organizations that meet the eligibility requirements outlined in the Request for Proposals (RFP).
What types of projects are eligible?
The Fund supports innovative, community-driven projects that improve energy affordability, strengthen community resilience, expand access to energy technologies, and build workforce capacity. Examples of eligible projects include:
  • Energy efficiency improvements
  • Heat pumps
  • Smart appliances and thermostats
  • Demand response technologies
  • Weatherization projects
  • Home-based residential solar and battery systems
  • Community solar projects
  • Resilience hubs equipped with solar and storage
  • Innovative energy technologies
  • Energy-related workforce development and training

These examples are illustrative and are not intended to represent an exhaustive list of eligible projects.

Can this Fund support feasibility studies for energy efficiency?
Due to the technical assistance available from TEPRI and their partners, and given the Fund’s priorities, it seeks to support the implementation of projects that will result in energy savings, affordability benefits, or resiliency benefits, rather than feasibility studies or other research-only activities.
Where can projects be located?
Projects must serve eligible communities within the Fund’s designated geographic service area. These include:

Priority Counties: Armstrong, Ellis, Haskell, Wilbarger

Other eligible counties: Baylor, Briscoe, Callahan, Carson, Childress, Clay, Collingsworth, Cottle, Dallas, Donley, Eastland, Erath, Fisher, Foard, Gray, Hall, Hardeman, Henderson, Hill, Hood, Hutchinson, Jack, Johnson, Jones, Kaufman, King, Knox, Mitchell, Moore, Navarro, Nolan, Potter, Parker, Randall, Roberts, Shackelford, Stephens, Stonewall, Swisher, Tarrant, Taylor, Throckmorton, Wheeler, Wichita, Wise, Young

Are there project opportunities outside the geographic region highlighted in the eligibility section?
There are very limited funding opportunities for projects outside this geographic region. If you have a project that you think serves the Fund’s other priority areas but is outside the geographic area, please submit a project concept and TEPRI will provide feedback on whether it merits a full RFP application.
How much funding is available?
Grant awards range from $25,000 to $250,000, depending on the project’s scope, anticipated impact, and available funding.
Is matching funding required?
No. Matching funds are not required; however, they are encouraged when available.
Can an organization submit more than one application?
Yes. Eligible organizations may submit multiple applications, provided each proposal represents a distinct project.
How are applications evaluated?
Applications are first reviewed for eligibility and then evaluated using the published scoring criteria. Evaluation factors include community impact, feasibility, organizational capacity, geographic alignment, innovation, and alignment with the Fund’s priorities. Applications are reviewed by TEPRI staff and presented to a Community Advisory Council for review. Google will make final approvals.
When are funding decisions made?
Applications are accepted and reviewed on a rolling basis. Funding recommendations are typically made every two months, with final award decisions issued following Google’s approval.
Where can I find the application and program materials?
The Request for Proposals (RFP), eligibility information, Applicant Guide, and other program resources are available on the Resources page and throughout this portal. To learn how to complete and submit an application, please visit the How to Apply section.
Is there technical assistance available to help me complete my proposal and my project?
Yes, TEPRI is able to assist with project development and execution. Please contact us if you have a project idea but need assistance building it out.
Can TEPRI help connect my organization with local partner organizations?
Through the Advisory Council and other connections, we do have relationships with local organizations, some of which may be great partners for your project. Please reach out to Erin at erin@tepri.org if you have a project idea that needs a local partner. Organizations are also encouraged to reach out to local organizations directly.
Who can I contact if I have questions?
If you have questions about the Fund, eligibility requirements, or the application process, please email energyinnovationfund@tepri.org to reach the program team.
